Delegation at NAT

HR-Area:

  • Hiring of permanent VIP is the responsibility of the Dean
  • Hiring at the departments is the responsibility of the Head of Department(HOD), with the exception that hiring of postdocs, research assistants and similar positions can be delegated.
  • Authority for sanctions and dismissals always lies with the Head of Department(HOD).
  • Hiring of technical administrative staff(TAP) is the responsibility of the Head of Department (HOD) (applies to both permanent and temporary positions).
  • Hiring of temporary assistant professors, associate professors and professors is the responsibility of the Head of Department, but must be approved by the Dean/Vice Dean.
  • Authority to make decisions on behalf of the department in URIS matters regarding hiring, admission of PhD students and hosting of guests cannot be delegated below level 3.
  • Authority to agree on a workplace fully or partially abroad cannot be delegated below level 3.
  • Salary negotiations, both at hiring and during annual salary negotiations, are the responsibility of the Head of Department (level 3 leaders).

The Faculty Management decided at the Faculty Management meeting on February 21, 2025 that:

  • Secretariat Managers for departments and centres have daily personnel management responsibility for the secretariat staff.
  • Department and centre heads can delegate daily personnel management to levels 4, 5 and 6 – with or without hiring authority – for research assistants, postdocs and similar positions.
  • There is no definition of “and similar”. If departments need to use this wording, they must contact their HR partner.

Finance:

A level 3 leader (VIP and TAP) can authorize:

  • Single purchases affecting costs within one financial year up to DKK 6,000,000.
  • Capital investments for external grants and AU ordinary funds affecting costs over multiple years up to DKK 6.000.000.
  • Co-financing of external grants using resources paid from ordinary funds up to DKK 6.000.000.
  • Ongoing contracts for services, licences, operational leasing, and similar agreements with a non-terminable period exceeding 12 months up to DKK 6.000.000. 

A level 4 leader (VIP and TAP) can authorize:

  • Single purchases affecting costs within one financial year up to DKK 750,000 (applies only to Deputy Heads of Department for Research and Education and TAP leaders at level 4).
  • Capital investments from external grants and AU ordinary funds affecting costs over multiple years up to DKK 500,000

A VIP-employed leader at level 5 can authorize:

  • Single purchases affecting costs within one financial year up to DKK 100,000.

Collaboration Agreements:

Deputy Heads of Department have the mandate and signing authority to sign collaboration agreements regarding research and education.

At present, the limitations are as follows:

  • Salary negotiations must be conducted by the Head of Department.
  • The authority to make decisions on behalf of the department in URIS matters concerning employment, admission of PhD students, and reception of guests lies with the Head of Department.
  • The authority to approve work arrangements wholly or partly located abroad lies with the Head of Department.
